Within the framework of the memorandum, key priorities were identified for developing comprehensive cooperation in the fields of education, science, and culture between the two higher education institutions. In particular, plans were made to launch one-semester academic exchange programs for students starting from the 2026–2027 academic year, organize joint online courses on the Uzbek language, culture, and art for students and faculty of Moscow State Pedagogical University, and expand the participation of professors and teachers in international scientific and cultural events. Special attention was also paid to developing joint undergraduate and graduate programs, implementing scientific projects focused on studying the role of the Great Silk Road in the historical and cultural relations between Uzbekistan and Russia, and organizing excursions to historical sites in Bukhara and internship programs for students of Moscow State Pedagogical University.
In addition, agreements were reached on implementing exhibition, concert, and theater projects that promote the rich cultural heritage of the two countries, organizing summer and winter schools, establishing professional development and scientific internships, developing bilateral scientific supervision for dissertation research, and jointly organizing international conferences, seminars, and webinars. The memorandum also envisions taking scientific cooperation to a new level by publishing joint scientific articles in international databases such as Scopus and Web of Science.
