BUKHARA STATE PEDAGOGICAL INSTITUTE SUSTAINABLE PROCUREMENT AND SUPPLY POLICY

    1. General Provisions

    This Policy has been developed to ensure that procurement and supply processes at Bukhara State Pedagogical Institute (hereinafter referred to as the Institute) are carried out in accordance with the principles of environmental sustainability, efficient resource use, social responsibility, and economic efficiency. In its procurement decisions, the Institute considers not only price and quality, but also environmental impact, product lifecycle, recyclability, and support for local suppliers.

    2. Policy Objectives

    The main objectives of this Policy are to:

  • integrate sustainability principles into procurement processes;
  • prioritize environmentally friendly and energy-efficient products;
  • support and expand cooperation with local suppliers;
  • reduce the use of single-use and non-recyclable materials;
  • promote the use of recycled or recyclable materials in construction and maintenance;
  • ensure long-term economic and environmental efficiency in purchasing decisions.

    3. Core Principles

    The Institute adheres to the following principles:

  • Sustainability – procurement should ensure long-term environmental and economic benefits;
  • Support for Local Suppliers – preference is given to local producers and suppliers where possible;
  • Resource Efficiency – priority is given to products that reduce energy and resource consumption;
  • Environmental Responsibility – procurement of harmful, excessive packaging, or non-recyclable materials is minimized;
  • Transparency – procurement processes are conducted in accordance with applicable regulations and internal procedures;
  • Efficiency – procured goods and services must effectively meet institutional needs.

    4. Priority Areas

    a) Environmentally Friendly Products

procurement of energy-efficient equipment and technologies;

preference for products with reduced harmful components;

selection of durable and recyclable products.

    b) Local Suppliers

prioritizing procurement from local producers and suppliers where feasible;

reducing transportation-related environmental impact;

supporting regional economic development.

    c) Construction and Maintenance Materials

use of recycled materials where possible in construction and renovation;

selection of environmentally safe and certified materials;

preference for solutions that reduce resource consumption.

    d) Packaging and Single-Use Products

reducing procurement of excessively packaged products;

minimizing the use of single-use plastics;

prioritizing reusable and recyclable materials.

    5. Implementation Mechanism

    To implement this Policy:

  • sustainability criteria are considered in procurement planning;
  • responsible units evaluate procurement options based on environmental factors;
  • lifecycle cost, energy consumption, and environmental impact are assessed alongside price;
  • multiple options are reviewed to select the most sustainable solution;
  • environmental requirements are integrated into procurement and operational processes.

    6. Responsibility and Monitoring

    Relevant structural units of the Institute are responsible for implementing this Policy. Procurement processes are subject to monitoring and internal review, with continuous improvement measures applied where necessary. Annual reviews may include indicators such as the share of local suppliers, number of energy-efficient purchases, and compliance with environmental criteria.

    7. Expected Outcomes

    Implementation of this Policy will result in:

  • alignment of procurement processes with sustainability principles;
  • increased cooperation with local suppliers;
  • improved efficiency in energy and resource use;
  • reduction of waste and environmental impact;
  • strengthened institutional commitment to sustainable development.

    8. Final Provisions

    This Policy shall enter into force upon approval by the Rector and shall be mandatory for all structural units of the Institute.
