Risks behind overseas job offers: beware of unlawful recruitment

Working abroad can provide income and valuable experience. However, promises of “work without documents,” “high earnings within a week” or “we will arrange everything” may conceal deception and exploitation. Decisions should be based on verified information and lawful employment conditions.

Unlawful recruitment can result in nonexistent jobs, financial loss, forced changes of work or restrictions on freedom. Some cases may involve fraud or human trafficking. However, not every employment dispute automatically constitutes trafficking; the circumstances must be assessed by the competent authorities.

First, establish who is offering the job. Check the relevant licence and current status of any private employment agency through Uzbekistan’s Migration Agency’s official information. An advertised name, an office or a photograph of a licence is insufficient assurance. The organisation signing the contract should match the verified details.

Understand the obligations in both the intermediary’s service agreement and the foreign employer’s employment contract. Clarify the workplace, duties, pay, hours, accommodation, insurance, expenses and return arrangements. “You will find out when you arrive” leaves important questions unanswered. Obtain independent legal advice before signing an unclear document.

If payment is requested, check its purpose, refund conditions and supporting records. Pressure to transfer money urgently to a personal account or pay cash without a contract is a warning sign. Before travelling, verify the destination country’s official entry, residence and employment requirements. Do not assume that permission to enter automatically includes permission to work.

Do not agree to surrender your passport as a “guarantee.” Keep document and contract copies securely, and leave your destination and contact details with someone you trust. Demands to keep the trip secret from family or concealment of the destination are serious reasons to recheck the offer.

If your documents are taken, you are prevented from leaving a job or you face threats abroad, seek assistance when safe from local law enforcement, Uzbekistan’s embassy or consulate, or the Migration Agency. You do not need to risk your safety collecting evidence to seek help. Agreeing to work does not mean agreeing to exploitation.
