Offences in public places: awareness and safety

Streets, parks, shopping centres, bus stops and public transport are shared spaces. Everyone using them should respect other people’s peace, dignity and safety. Maintaining public order is both a standard of considerate behaviour and a legal obligation.

Offensive harassment, disorderly swearing, fighting, damaging another person’s belongings or stealing property may lead to legal liability. Using tobacco or consuming alcohol in places where the law prohibits it also breaches established rules. Each act must be assessed according to its nature and circumstances.

The Code of Administrative Responsibility provides for liability for petty hooliganism that disturbs public order and people’s peace. Deliberate disregard for the rules of public behaviour may constitute a criminal offence when accompanied by violence or other elements specified by law. However, not every disagreement or raised voice automatically amounts to hooliganism.

Avoiding escalation is important for personal safety. If someone behaves aggressively towards you, do not rush to respond with insults or force. Where possible, keep a safe distance, move to a well-lit area with other people nearby and seek assistance from security staff or the police. Attempting to detain an armed or aggressive person yourself may increase the danger.

In crowded places, keep your phone, wallet and documents secure. Keep bags closed and do not entrust valuables to strangers. At public events, identify entrances and exits and follow lawful safety instructions. If you notice a suspicious unattended object, do not touch it; notify a responsible member of staff.

If you witness an offence, call for help without putting yourself at risk. Remember the location, time and important details. Recordings made safely and other relevant information can be provided to the authorities. Respect a victim’s dignity and privacy instead of sharing their images on social media.

If you are harmed, move to safety, seek medical assistance where necessary and contact the police. Awareness, mutual respect and timely reporting help make public places safer for everyone.
