Paying a bribe may appear to offer a quick solution. In reality, it undermines lawful procedures, equal opportunities and trust in fairness. Decisions become influenced by unlawful benefits rather than knowledge, effort or legal entitlement.
Article 210 of Uzbekistan’s Criminal Code establishes liability for receiving bribes, while Article 211 addresses giving them. These provisions concern unlawful material benefits exchanged for action or inaction through the official position of an officer of a state body, state-participating organisation or citizens’ self-government body.
Bribes are not limited to cash. Valuables or financial benefits may also qualify. Calling a payment a “gift,” “thank-you” or “arrangement fee” does not change its legal substance. However, not every gift automatically constitutes a bribe: the recipient’s status, the benefit’s purpose and its connection to official conduct must be assessed.
The person giving a bribe may also face liability. Using an intermediary does not avoid responsibility; acting as a bribery intermediary is a separate offence. Depending on the circumstances, penalties include fines, restriction of liberty, imprisonment and other statutory measures. Aggravating factors affect the punishment.
Article 211 sets specific exemption conditions for someone subjected to demands amounting to bribe extortion. The person must voluntarily report within 30 days after the criminal acts, show sincere remorse and actively assist in solving the crime. Reporting does not automatically exempt every person who has paid a bribe. Prompt reporting and advice from a lawyer are important.
If an unlawful payment is demanded, clarify its official basis and preserve existing messages. Contact the competent law enforcement authorities or the Anti-Corruption Agency. Do not independently arrange a payment or an operation to catch someone. Clearly describe the facts you personally know.
Educational assessments, recruitment and service outcomes should not depend on bribes. Every unlawful arrangement harms opportunities for honest people. Resisting bribery means following lawful procedures and refusing to advance personal interests at the expense of others’ rights.
